In Malaysia, time and again, Ministers of Education and the public lament on the limited English language proficiency of the students despite having undergone more than twelve years of learning English in schools. In all these instances the public often clamours for action and not talk. But having served in Malaysian public schools and the Ministry of Education for more than twenty years, I can vouch that many well thought of plans and reading programmes have been put in place. In this month’s column I would like to highlight one effective reading programme that the Ministry of Education has introduced in all schools – i.e. Literature in Language Classroom or often referred to as the small “l”.
